If you Biotic > Work Crew Install the agenda > advance 3 times, you still have a click left over. That means you can get a Vitruvius with a counter or fire a Beta test and have the extra click to install a Jackson or ICE archives if things go bad.
I agree with what hsiale said about BWC being good post rotation where it may be a lot more necessary, but I think it still has potential even with the 6 3/2 suite because that extra click adds a ton of utility.
