Eli is 0c to bounce instead of break on a central before running a remote. Wall of Thorns is either 2 net or 4c+ to break before running a remote.
That said DNA tracker is much better for this type of punishment.
In general, RP wants ICE that punishes the runner on centrals so that they have to spend a click and credits to enable a run on the remote. Pup and Crick are the classic examples, and are very cheap to rez. Aiki may also be an honorable mention here for some more recent ICE.
Taxing ICE is placed on the remote to force expensive runs that still have to play the psi game with Caprice, or end the run with a Nisei token if that fails. Eli is a good example of these taxing ICE, as 2 clicks/3c+ is expensive to break, particularly given the rez cost. Tollbooth is another classic example.
DNA tracker, in my opinion, fills both roles pretty well. It is expensive to rez, but the runner certainly won’t run into it to enable a run on the remote. On the remote it is very expensive to break or let fire (as net damage is not much of a deterrent when match-point is on the line).
I don’t like Kakugo in RP. It can be safely bounced off of on a central, and taxing 1 net each run is only okay on a remote. At that rez cost I’d like a lot more impact from my ICE.
I don’t think 3x Batty with only 1 Cobra for program trashing is worth it. Doing 2 net is not typically so impactful. 3x Caprice is much more worthwhile.
