You can only host on installed cards.
You said that, then quoted text that doesn’t say that. The host has to be a card, that’s all I see.
This is the installed card restriction.
Note also that, if for some reason using Bishop wasn’t deemed to be choosing a piece of ICE, it would immediately fall off an uninstalled Archangel.

I’m about to be TOing for my local Regionals on the weekend and I’ve got a question from a local player asking about the legality of probing questions. When we play (usually in a joking manner) asks “is that an agenda?” from time to time. If he did this at regionals, would this be punishable by any offences in the floor rules? I was thinking that if he was being a pest about it, it could be considered unsportsmanlike conduct (“Is that an agenda? Are you sure? Are you sure?” ad infinitum) or slow play if it’s bringing the game to a grinding halt. But I can’t point to any specific examples in which this would be prohibited unless he’s being a jackass or it’s slowing the game down significantly.

I think you answered your own question. Many TO rulings boil down to a subjective call about whether a certain behavior has crossed a line to qualify as harassment or intentionally slow play. I think it’s likely in this case that your friend is well within the realm of “friendly chatter” as far as most TOs are concerned, but even if he weren’t - like in your example of pestering his opponent - I can’t imagine this would earn more than a warning for the first offence with any reasonable TO (in which case, he’d have his answer for “is this TO ok with this behavior?”).
I’ve read the floor rules a couple times and I’m pretty sure that issue is not addressed in as specific manner, though like a lot of things there’s blanket/umbrella clauses suggesting that it is really and truly a problem you can do something about it.
The “revealing secret information section” is the most relevant one, but it suggests it’s only an (extremely light) infraction if you physically show what a card is. Only a candid request for an opponent to flip a Priority Req face up would be over the line.
Thanks for the thoughts on that. Revealing secret information only gives examples of actually revealing what a card is, so I’m 100% sure there is no penalty if done in good will (which is to say, not intentionally throwing a game I suppose).
Overall I feel like it’s akin to asking for cards-in-hand/credits from the Runner when you have no intention of SEA Source + Scorch. I understand that it’s not the same thing. That’s confirming open information rather than trying to get a tell from your opponent. In terms of playing the game vs. playing the player, it feels similar to me.
Jeeves: If you go install, install, install, and the third action overinstalls Jeeves, do you gain click? The way the core ruleset tells it, you expend the click just before the install action begins, and trashing stuff in the way is the first part of that, so it’s not too much of a stretch, but on the other hand maybe spending a click on an action means you don’t get the bonus click until you are done seeing that action through to its completion. (Which would raise another question: If you have a Jeeves and play Hedge Fund, Hedge Fund, Anonymous Tip, do you gain the click in time for Raman Rai to swap any of the three cards drawn?)
You pay the cost before getting the effect. So I’d say Jeeves triggers when paying for, not after resolving an action.
Speaking of Jeeves, anyone have any idea how Mumbad City Hall, Consulting Visit and Jeeves interact? When I use the Hall to search for and play Visit (spending 2 clicks as per its Double text), am I considered to have spent 2 clicks on using the Hall ability for Jeeves, so that if I then fetched a Museum or whatever I’d gain the click? Or is the second click from Visit instead considered a click spent on playing an operation, so that I could get the click if I then played Subliminal Messaging and Hedge Fund?

You can do a pile of zero if you like. In Jinteki, there are times where you probably should!
Suppose I have a 1-link-ID and one additional link (e.g. Dyson Memchip) and also several cloud breakers. If I use Rebirth to switch to another 1 link-ID the cloud breakers are save, correct? Or could this cause a trash due to too little memory?
