Every bye-card is worth 0.5 player when checking how many rounds should be played.
I am not sure I buy the line about unenforceable rules. Netrunner is full to the brim with unenforceable rules. If people want to cheat, there are plenty of options.
IDing before it was legal was once an option. Multiple pairs colluding on how they ID is now the option.
But it’s probably not going away. I at least want us to fix the tournament structure so it’s not so important.

I don’t understand how 4 rounds top 8 was ever a thing. It’s just worse in pretty much every way than 5 rounds top 4, unless you assume that the people coming to a netrunner tournament don’t actually want to play netrunner. Personally, I’d be happy for all the swiss cut to top 2, or 4 for really big events

Given the amount of IDs we’re seeing lately, I think it’s understandable to assume people coming to tournaments don’t actually want to play Netrunner. (Zing!)
