Given any set of cards, players that want to find the best deck available will find it.
Once the rotation hits, things should change drastically on the regular. Look at MTG with Standard (which rotates ever 1.5 years) and the “eternal” formats (Modern, Legacy, etc). Standard has a revolving door of deck archetypes but the eternal formats have a steady spread of styles that rarely get shaken up outside of bans or stupidly broken cards.
