This is without drawing a second copy of either card, and just clicking for credits when Lib runs out. (If you like, you can assume that this is the analysis when both cards are the last card in your deck.)
Because drawing cards is generally useful and Anarch is very good at doing that, Liberated is more powerful in a normal game context. But, you can build a deck around Mopus that doesn’t need to draw cards and is a less interesting game to play, thus it is Restricted.
